2. Review 2014-2015 Final Estimated Budget

Minutes: Susan Legutko, Assistant Superintendent for Business Affairs, gave a brief analysis of the 2014-2015 final estimated budget.  The Unassigned Fund Balance as of June 30, 2015 was 5,199,902 or 2.117%.  She explained the rolled-back rate and how it is used to determine the new millage rate for 2015-2016. 
3. Review 2015-2016 Tentative Budget for all Funds

Minutes: 

Mrs. Legutko reported on the proposed revenues and expenditures for 2015-2016.  The proposed annual budget is $260,126,923.  The Unassigned Fund Balance for June 30, 2016 is estimated at 5,154,454 or 2.10%.   

4. Review Tentative 2015/16 - 2019/20 Educational Facilities Plan

Minutes: John Merrill, Assistant Superintendent for Support Services, stated there was nothing new to add from his presentation on July 16.
5. Advertisement for the 2015-2016 Tentative Budget and Millages

Minutes: 

Mrs. Legutko reported that the school district will be required to advertise a proposed tax increase of .46% for 2015-2016.

Following the budget presentation, Superintendent Van Zant read the following statement into the record:

"I request approval from the Board to advertise all the appropriate notices and to set a public hearing on the 2015-2016 tentative budget for Tuesday, July 28,2015, at 6:00 p.m. at the Teacher Training Center at Fleming Island High School, 2233 Village Square Parkway, Fleming Island, Florida 32003.  The meeting is being held for the purpose of consideration and approval by the Board of the 2015-2016 proposed tentative budget and required millage rates."



Motions:

Motion to advertise all the appropriate notices to include the following tentative millage rates for the fiscal year July 1, 2015 to June 30, 2016:

  • Local Required Effort - 4.889 Mills
  • Discretionary Operating Purposes - 0.748 Mills
  • Capital Outlay Projects - 1.500 Mills
  • Total Proposed Millage - 7.137 Mills

and to set a public hearing on the 2015-2016 tentative budget for Tuesday, July 28, 2015 at 6:00 p.m. at the Teacher Training Center at Fleming Island High School, 2233 Village Square Parkway, Fleming Island, Florida  32003.

Minutes: Superintendent Van Zant called attention to a flyer including budget highlights in the Classrooms First Plan and mentioned training for Collective Classrooms going on this week.  In closing, he invited Board members to attend the "State of the Schools" briefing and administrative lunch on August 6, 2015 at Middleburg High School.

Minutes: Mrs. McKinnon addressed a letter received from the Seminole County Superintendent asking districts to join in their request to permit the use of nationally norm-referenced standardized achievement tests statewide beginning in 2015-2016 in place of using the Florida Standards Assessment (FSA).
